Why can't I change the list of devices in responsive design mode?

Good day. The problem has been tormenting me for a very long time, I can’t change this list in Firefox Developer Edition: I click change, check the boxes, remove unnecessary ones, close it, but the list remains the same as it was standard. I did not find anything in the settings, I also did not find a solution in Google. Also, touch input simulation does not work. The icon is lit, but the scrolling does not occur by holding the mouse. There is this browser on 2 computers, everywhere the same problem. Has anyone experienced this disease?
