Why can't I access my webserver?

I set port 8080 on apache. I forwarded it in the router, I can’t log in from outside. I enter from another computer connected to the router 192.168.0.84:8080 , it connects. I go from the phone (not via wifi) to the external ip ( http://188.*.*.222:8080/) , writes that the site is unavailable if I write without a port ( http://188.*.*.222/ ) , then throws it on the admin panel of the router. Everything that and how I set up on the screenshots:

You do not connect to your Wi-Fi and it will work.

most likely the computer on which Apache is running does not know the default gateway to the router
