Why can't expand partitions?

Hello, please tell me why it is not possible to expand the partitions / dev / sda2 / dev / sda6, there is 21GB of unused space, it turns out to expand only the swap partition. I booted in live mode from a flash drive, tried using cfdisk and gparted, but it doesn’t work, it shows 0 free space for expansion. I am attaching a screenshot: The

Well, because you first need to move /dev/sda7 (swap) to the end so that the free space is RIGHT behind the partition you are going to increase

LVM should be used to dynamically move partitions. That is what it is intended for. How to use is written here
