Why can't console applications start...?

GCC 4.8.1 (minGW) is installed on the laptop, GCC 5.0.1 (minGW-w64) is installed on the personal one. Both have Windows 7 Ultimate x64 installed from one disk. I compiled a console application on a laptop, it did not start on a personal one, and compiled on a personal one does not start on a laptop. In both cases, it gives a system error, the file libgcc_s_dw2-1.dll (on a PC) and libgcc_s_seh-1.dll (on a laptop) is missing. What could be the problem? And how to ensure the portability of the application, so that it can be used regularly on windows starting from XP SP2 and ending with the 7th, at least?

Static linking of libraries solved the problem with dependencies.
