Why can api.telegram.org slow down?

Made the first bot on webhooks (and generally just the first one). I send messages, and they all come in 4-6 seconds. If anyone came across, where at least to dig? Already went through a lot.

In support wrote - they are silent.

Some strange problem. I started a new bot and registered just a new token in the existing data. Everything remains the same. And now the problem is gone. Some grandmother...
