I remembered about my exchange, I decided to withdraw the crypt to another wallet, but first he asks to transfer the amount sent to my first wallet, only after that he writes that he will withdraw the amount I need and return what he must transfer.

What is the logic?

This is nonsense, such a requirement is absolutely meaningless and even in normal situations it does not make sense (after all, incoming transfers could be made from wallets
that do not belong to you).
