Why aren't Google Analytics conversions counted?

Through Google Tag, the manager made a tag for clicking the floor of the element. Checked through the preview - it works.
Created an appropriate event goal in Google Analytics with the flag "Use event value as conversion goal value"
Checking in real time. Each click is recorded on the Events chart, and 0 on the Conversions chart. Why is that?

Check in your tag manager and in analytics the same event is registered (category, actions, label)? there are no errors?
