Why aren't all policies in the Group Policy Management snap-in?

Good afternoon!
I noticed this on the example of the policy "Set the default file association configuration file" Which is located along the path "Computer Configuration - Administrative Templates - Windows Components - Explorer". There is this item in the local policies on the server, but not in the group ones. And I have a feeling that there are many such politicians.
Did I import something?
Domain level, forest and server version on which the policy is 2016.

If there are no settings, but there should be, then yes, you didn’t import something, or rather there is one option - the corresponding Administrative Templates.
For example, these https://www.microsoft.com/en-us/download/details.a...
and it is desirable to immediately put them in the Central Store
