Why are YII2 errors output as pure text?

I created a new project, poked around in the settings and apparently missed something.
When a database error occurs - yii shows the text with the error and traceback, but just the text in the tag on a pure white background with no decoration, not as usual. Apparently I missed the error output settings somewhere, but I can’t figure out where.

I recreated the project, moved the settings more carefully. Everything went. The question is closed.
