Why are there no leads?

I googled like a VPN service I wanted to find a normal one, I see ads in the first positions for relevant queries: top 10, super duper best fantastic VPN services in the entire Universe, choose and buy.
I went, oh cool, there was a list of 10 VPN services. All detailed information about them, prices, rating-shmeyting. Chose, bought.
Then somehow a logical thought-chain arose: if they advertise their site, then they earn by advertising their site. Well, the stump is clear. But I did not see any advertising on the site, and then my curiosity boiled: - Where is the money? I asked myself, - and how do I know, I answered again.
The lead was simpler than it seemed: affiliate marketing, or as people say, traffic arbitrage.
And then I got the idea to create such a site, too, without hesitation, I already wrote a technical task for the designer. 2 months of hard work on the site have passed, and from freelancing, writing content, connecting partners, 1 out of 10 partners did not want to work with me, well, *** with him, though he is the first in the rating on many sites, (he made his own rating, based on the ratings of other sites) well, Nitsche, we’ll break through, I think. but with segmentation and the rest, it’s bad
to advertise to VPN amers for access to Netflix and Amazon - you need to be able to, it’s what a mega-cheat user should get caught,
see how competitors are doing, where they advertise (torrents), track user behavior, put the right landing pages

You stepped on all the rakes of a beginner, made a website, but did not calculate anything before that.
Drive in all the numbers here: http://decomposition5.rf/ and calculate your roi/romi (now - predictive, then - real).
To start, consider the conversion of advertising and the conversion of the site as 1%, after 100 (at least!) real purchases from the site, the conversion percentage will be recalculated.
Install Google analytics and Yandex Metrics, set conversion goals there, analyze your traffic and conversion (website and advertising).
If the click is expensive - or the advertising is crooked (99% probability for a beginner) or the niche is very competitive.
In any case, go to paid courses on contextual advertising (to understand the mechanism from the inside), then do it yourself or take a freelancer.
And without understanding how paid traffic works (contextual advertising on Google, in your case), I don’t recommend hiring a freelancer - the result will be about the same (bad), since you won’t be able to correctly set a task for him and correctly accept his work.

Not the fact that those sites buy traffic only in Adwords, maybe they have it as an auxiliary channel. They most likely bomb CPA networks, where traffic is an order of magnitude cheaper.
As for setting up Adwords, try to only start with exact and phrase matches, then gradually include broad queries. Be sure to work on negative words, otherwise your budget will be wasted.

How many people ended up visiting your site with your budget?
I have a conversion on the site of 0.05%, i.e. having 10,000 people, there are 4-8 leads on average. Considering that this is a VPN, and your budget was as much as $90, then I suppose three cripples from some India came to you, and that’s all.
