Why are there many developers from Ukraine?

I meet a lot of programmers in the network from Ukraine rather than from Russia. I myself live in another country. Why did it happen? Or are there good conditions for programmers in Ukraine as in India?

When I worked in Moscow, I noticed that the main share of work as a developer falls on the maintenance of internal products (all sorts of internal Megafon LLC, etc.) and unsuccessful startups (successful ones). Which accordingly leads to low wages and uninteresting work + uselessness in English, which reduces the level of the developer.
In Ukraine, in Kyiv, for example, development is carried out with the expectation of Western and European customers, and this is payment in dollars and a good level of English, which contributes to the quality of the programmer. As a result, there is more incentive.
It is also worth mentioning that in Ukraine the literacy of the population is more evenly spread, and the IT sector is developed in almost every city. Unlike Russia, where IT is concentrated in several areas, and regions like the Caucasus and Asian neighbors generally prefer physical labor to mental labor for the most part.
And the last important point is that it is easier to do business in Ukraine, there is no strict control by the security service (FSB), although recently the SBU has taken over the habit from Russian colleagues. Therefore, many international companies have a branch in Ukraine, but do not have one in Russia.

There are many freelancers from there, not only programmers. It's hard to find a decent job there.

There are many cities in Ukraine where good specialists are trained (Kyiv, Kharkov, Dnepropetrovsk, Odessa, Nikolaev).
Due to the small internal market of IT products, there is a lot of outsourcing, a lot of large companies (over 500 people in the company).
The Internet is on average cheaper and more accessible than in the outback of Russia, and in Kyiv, it seems to me cheaper than in Moscow time and St. Petersburg (I have about 6 bucks a month for gigabit unlimited in both directions, though I tried to look.)
