Why are the USB ports on the laptop inactive before the OS is loaded?
In a laptop, it is impossible to load anything from a USB flash drive (livecd, installed on an OS USB flash drive, etc.). The USB ports are simply inactive until the operating system boots up. Tried different options, even plop boot manager is powerless.
Is this the problem of an invalid BIOS in a laptop, or is it still somehow possible to deal with this?
Notebook Samsung NP350V5C-S0F.
There is no mention of USB in the BIOS at all.

It was in the BIOS settings - but not in UEFI, changing this option did not work.
The culprit was the "Fast BIOS Mode = True" option. False gave a positive result - usb-devices were recognized and worked without problems until the OS was loaded.
