Why are the names with Cyrillic when uploading new media files with krakozyabr (used to load normally)?

Photos were always uploaded with a Russian name and Cyrillic. Maybe some setting is wrong?

If you have WP version 3.7.16, 3.8.16, 3.9.14, 4.0.13, 4.1.13, 4.2.10, 4.3.6, 4.4.5, 4.5.4, 4.6.1, then this is a bug and should be fixed in the next version.
As for the solution, you can try this option or a more radical one .
