Why are the following android applications created?

I went to freelancing and looked, in the profiles of developers, for examples of their work posted on the playmarket. I look and see that almost all applications have almost no installations. Of course there are popular ones, but I think 80% of them are crap that no one needs. The question arose why and why order the development of mobile applications? Still, it's no money.

There was an idea, they made a simple MVP for testing, posted it, it didn’t take off. They took another idea and repeated the cycle again. And so on until it takes off.

This is the main problem - to come up with something that does not exist yet. Something really useful and convenient. Or stamp with terrible force what will always be in demand - games "3 in a row", "find the differences", etc. Then you can earn extra money, if not with an original idea, then with the number of stampings laid out.
Personally, the 1st approach is closer to me, but a good idea needs to be “licked” to a shine, implement a convenient and beautiful UI, make advertising unobtrusive, overcome all bugs, test it on everything that is available to you, let family and friends use it, then refine it again, and then post it.

Without advertising of the application and without investment in promotion, not a single application will take off, I have seen it more than once on my applications. The peak of installs is only in the first days, while the application is at the top of the list
