I wanted to make a simple layout. When choosing a color, I used the "dropper" of the Sublime plugin, but the color is ready at times more saturated than the one in the layout. And it seems to me that this is the case with all colors, there is also a gray font color, in the layout it is so pale. Perhaps there is a certain percentage of transparency in the layout, if so, how do you know it?

Check if the layout is in RGB - it is written on the tab with the document or in the menu Image -> Mode
If it's RGB - what color profile is in the layout? Go to Edit-> Convert to profile and see what is written in Source profile. Should be sRGB. If there is another - this is exactly at least part of the problem.

So the color profile is connected. Disable it - and you will see how the monitor actually shows it.
