Why are styles not being applied in ASP.NET MVC?

Why are some styles not applied in ASP.NET MVC? At first I wrote pure css in the Site.css file, something works, but something doesn’t, I thought, well, maybe I forgot html css while I was learning C # and ASP.NET MVC, but no, I went to the sublime, everything works fine there. What is the problem? Checked all style connections.
