Why are some countries poorly reflected on the Google road map (panoramas)?

Opened Google maps, turned on street view, zoomed out the map, looking at Europe and I see a few "white spots" on the map. With Belarus, everything is more or less clear, but not completely, but with Germany it is completely incomprehensible. Why are so few German territories marked on the map, what is the reason?
