Compared to what? With php? Then all languages except php use very few sites. A lot of sites have been made on ROR, especially abroad.
IMHO, the three main factors
are expensive programmers (there are also few of them compared to php / python).
- the language itself is quite "slow" and is not suitable for more or less serious workloads.
- there are no serious drivers in the form of large companies and / or a large community that would invest in the development and optimization of performance, plus the rapid introduction of new features, as was the case, for example, with the same php.
Ruby has its own niche, and not only in the backend for sites. Like - use. If you don't like it, take what you like.

Each task has its own optimal, most suitable solution. Node is better for some tasks, PHP is better for some, Ruby is better for some. In more complex structures, the combination of technologies is not excluded.
It all depends on the task and its optimal solutions.

Ruby is stupidly expensive.
And in terms of the workforce, and the interchangeability of people, and the servers... You
need some very special reasons to prefer it.
