Why are screenshots for apps on Google Play often repeated?

I met quite a few applications, when you scroll through the screenshots, and they start to repeat.
When publishing your application, you can specify screenshots from a phone, a 7"0 tablet, and a 10"0 tablet. Does this mean that the developers do not bother with this, and post the same screenshots for all views?

Because they have a rather illogical system for uploading screenshots.
The developer must upload several types of screenshots for different devices:
-
Phones - Tablets
- TV
Here is an example of how it is done in the Reedy reader (I don't know about others):
But the problem is that all the uploaded screenshots are displayed on all devices at once, regardless of their purpose. Therefore, if developers upload approximately the same screenshots for all devices, differing only in resolution, then a bunch of duplicates are obtained.

Well, firstly, you need to post at least 2 screenshots for phone permission, I suspect that if you upload them for tablets, etc. You will also need two screens.
