Why are requests not reaching nginx?

On Ubuntu 16, there is an nginx web server and openvpn is configured as a client to access third-party resources via VPN, how to make nginx work as if there is no openvpn at all? At the moment, when the openvpn client is running, nginx cannot be reached from the outside, only via local IP.
