Why are python libraries not installed?

I'm trying to install the python libraries, but all I see is I've

tried deleting python, cleaning the path, but nothing changes

With numpy it's still difficult. PyPi does not have whl files for 3.9. Reason - see issue on github. Some problems with CI, but everything is there on lfd. Both numpy and scipy. Well, yes, monsters in size.
