Why are not all friends available in the list of app developers for classmates?

In the settings of the classmates application there is a list of developers where you can add developers / testers / marketers from the list of friends.
For some reason, some accounts are not displayed in this list. Are there any account restrictions?

At a minimum, you should make sure that the users you invite have acquired developer rights. This can be done here ok.ru/devaccess
