Why are not all files from the NuGet Package included in the project?

There is a nuget package, unremarkable in it 3 dlls, all 3 are registered in the references of the package, but when the package is connected to the project, the same library is always not connected. There is another package, which also has several libraries and one of them matches the first package, and again it does not want to be connected to the project after installing the package. What could be wrong with the dll and how to see it in the logs, why is it not automatically connected to the project when installing the package?

what platform? may not match and may not convert.
the context menu on "Dependencies" -> "Convert..." can also help.

Some packages require VS to be restarted.
