Why are IP addresses blacklisted?

The situation is the following. I tried to register on the site, but I could not do it because I received an error in response with the following content: "Forbbiden. Your IP address is blacklisted". (approximately such content) The thing is that I used the mobile Internet, reconnected to register from a different ip address and received the same error in response. I decided to check the ip addresses for whoer and what was my surprise when, after 10 reconnections and 10 different ip addresses, they were all blacklisted. I tried to use the Internet of another OpSoSa, the same situation - a black list. How is this possible?

There may well be a private registration - for example, they are banned by geolocation. They see Russian (or vice versa - not Russian) IP and ban. Why they ban - only the local support can say - well, or not to say, in fact, the resource does not owe you anything :)
Perhaps I didn't express myself correctly. I'm rather interested in why all the ip addresses of mobile operators are on the blacklist (XBL / PBL).
