Why are incorrect characters displayed in Putty?

Why, when typing commands in the Putty terminal, some nonsense is transmitted, as here:
the text cisco system network switch was typed
and this was typed in the terminal
Encoding is UTF-8.
How to fix it?

Faulty RS232 cable. Need to be replaced.
