Why are cookies blown on safari?

I enter the site, in the headers there is a field for saving cookies, but they are not saved, that is, they do not appear in the web inspector resources. Then, when the page is refreshed, the cookies appear in the web resource inspectors. Then you can reload the page and the cookies do not fly off. But if you unload safari from tasks, or restart the phone, then there are no cookies.
I will be grateful for any help.

In Safari's preferences, there's a "Privacy & Security" category and it has a "Block Cookies" setting.
Block cookie options:
1. Always.
2. 3rd parties and advertisers.
3. Never.
