Why are changes to style files not showing up on the site?

Gulp, in the app folder in all scss files, changes do not affect the site in any way, changes in the html file affect the site. The html file originally had the inscription hi there, and so, this phrase was changed by the styles that were downloaded with the gulp pack. So gulp is working correctly? The new style files don't work either. There is also no css file in the folder with gulp, I don’t know if it should be like that or not.

scss is not connected to the site - it's the source. Converting scss to css makes SASS. Judging by your description, you do not understand how it works. Learn how the SASS preprocessor and the Gulp assembler work first, and I think you will not have such questions.
