Why are changes overwritten and an error occurs in gulp watch?

The file remained unchanged.
Your changes have been written to index.html ___ jb_tmp___.
2) A file appears:
3) I'm trying to update gulp watch. Error
Question: how could this happen and how to solve this problem?
Tried to:
1) google - google did not help
2) change index.html ___ jb_tmp___ to index.html
3) delete these files
Still the same error. Of course, it looks like all of their series "I pressed something and it's all by itself ..." but before that everything was clear, I did not catch the moment when it started to break.

I’ll make a reservation right away, I’m a beginner and I’m just dealing with galp myself and I don’t have Windows, but as far as I can see, it’s messed up with access rights to these files or folders containing them.
Maybe you started or changed files (folder names?) from another user, maybe you just need to run all the programs that change these files from the admin (not good, but I'm not strong in Windows).
Although it may be that this file somehow got read only, check it out.
If you only fix the gallp then run the terminal from the admin
