Why are banner ads 5-10 times lower in AdWords than text ads?

There are two identical (settings, targeting, bidding, etc.) advertising campaigns for the Google Adwords Display Network, with the only difference being that one campaign uses Flash banners and the other campaign uses text ads. As a result of testing, it was revealed that the conversion of a campaign with banners was 0.5% - 1%, and campaigns with text ads 4% - 6%. We tried to use different banners with different calls, the result did not fundamentally change.
Question: Why is there such a big difference in conversions and how can I fix it?

What is the number of clicks and impressions? What volumes are we talking about?
