Why are 64-bit images in System32, and 32-bit ones in SysWOW64?

Explain to me the logic of Microsoft?
Wouldn't it be more logical to make System32 folders for 32-bit and System64 for 64-bit?
Indeed, when switching from 16 bits to 32, they did just that - together with the then System folder they put the System32 folder and did not turn back perverted things like the SysWOW16 folder.
And how will they do when switching to 128 bits? Will System32 contain 128-bit files, and SysWOW128 will contain 64-bit ones?

Because WoW64 means " Windows 32-bit o n W indows 64 -bit ", so that's where 32-bit
