Why after creating a new user does not let me into the control panel?

When you try to enter the control panel under the created user, the login window is reloaded.
Under the administrator enters normally.
If you enter the wrong username and password, it shows errors.
I found a solution that you need to clean the table with sessions in the database - it did not help
. The problem is observed if you create a user on the hosting. If you do all the same on the local server, then everything works fine

On the "Access to contexts" tab, edit mgr, web in turn
mgr, web > edit, set the "Access Policy" as "Manager" + Save

Reload permissions, something like this should be in the top menu.
