Why access to FTP located overseas is not more than 40 kb/s?

I set up an FTP client, got the address of an available FTP server through the IRC channel, but for some reason, no matter what FTP I tried, the speed was no more than 35-40 kb / s. I do not use a proxy, the external IP address is static, the channel from the provider is up to 40 megabits. Why is that?
The speed does not change depending on the type of FTP client.
