Why transfer a small-page site to CMS? It's much easier to manage a site through a regular code editor, especially if you want to change the CSS styles of elements, and not just add a new line of text.
If possible, then on the example of MODX.

For the convenience of the client, add news, photos for example. And Modx is well suited for this.
