Why 1pt=1px?

I have a site layout in psd format, resolution 1600 x 9460.
Initially, I made fonts in it in pt, then the layout designer suggested to me that it was better in px.
As a result, in Photoshop settings I changed type points to type pixels.
The values ​​changed to pixels, but paradoxically, 1px=1pt, i.e. fonts that were, for example, 14pt became 14px, and visually in size everything is the same, restarted Photoshop, but everything is the same, is this normal or a glitch?

If the resolution is 72 pixels / inch, then 1pt = 1px, and if 96 then you need to translate the dimensions with a ratio of 3 to 4, that is, 12pt = 16px.
In most cases, the answer to your question is: OK.

72 ppi is configured in the PS image size, in the same place as the resolution.
