It is very interesting whether it is difficult to get the first order without a rating, is there a lot of work like that? is there much competition? what level of English should be?

I work not only as a layout designer, but I have some projects for clean layout in my work. Without any stretch on WordPress. The competition is low, since there are few good layout designers on Upwork (for the same reason, I cannot delegate my order flow - there is simply no one).
Now I make up for $50/hr.
English can be beginner, but it should not be so if you want to have a good rate.

Nobody needs it. In those rare cases where it is necessary, the competition is wild. In any case, it will not work to grow and develop with this. Only a full-fledged front-ender can survive.

There is clean layout, but not so much. More often layout for a specific engine, more often WordPress, here the front-end is already in progress. Any English, depends on the project and the specific customer. Usually written English is enough.
