Who stores EDS certificates and monitors their validity?

Today it turned out that it's EDS, installed in the registry in GenDir's laptop, has expired already in April.
More than one lecture was heard about the secrecy of this EDS, at the release stage.
And now, they practically showed that the EDS is over. And then, I asked and checked it.

The certification authority that issued the certificate ensures that the expired signature is not valid. And the one who uses it should monitor the expiration of the deadlines.
It's like a PASSPORT - the department of the Federal Migration Service doesn't care when it ends (no one will call you), if you don't change it on time - get a fine. The Department of the Federal Migration Service can only confirm that such a PASSPORT was issued to such and such a citizen.
It's the same with EDS. Just no penalty
