Who should register the domain?

Hello! I am a freelancer developing websites. Whether correctly that I make out all domains on the name? And I upload the source codes of all sites to one hosting, which is also issued to me? IP, LLP did not register

For the client, no.
The client wants to go to another hosting or to another developer - but in any way, you have the keys.

For domains, this is a common Russian practice, in the future, make reseller hosting and sell hosting to your customers, not forgetting to charge monthly for maintenance and protection of sites and domains. Draw up the contract so that you provide domains only for rent and without subsequent transfer upon termination of the contract.
PS: Yes, I almost forgot, of course, that domain registrars should not be Russian, and it is better to pay 13% of all deductions than to contact IP, LLC.

the domain is issued to the client. substantiate. a year has passed ... and the client does not get in touch to renew it. either you bash for it yourself (because you can’t transfer it to him), or you don’t renew it and an angry client appears (beating the face, subpoena) with the words “you hurt me when you didn’t renew the domain and we lost it.” whether such risks are necessary .. decide for yourself.

But it is better to stipulate in advance on whom to register the domain, who will pay for it in which case.
If I were you, I would conduct explanatory work with all clients and decide what and how to do.
If you just made a website for them and put it on the domain, it's better for them. If you continue to serve, draw up an agreement with risks and liability in case of delay, and of course with payment for the service.
