Who should own public_html rights?

Good time of the day!
Installed Vesta on vps and "raised" lamp. Transferred the VP site to vps and got completely confused about user rights.
The VI cannot write data to the htaccess of the site (even if FTP is available). With chmod permissions everything is ok, 644 for files, 755 for directories. The problem is with user permissions...
Apache created different users, including www-data & admin
The public_html folder belongs to www-data
All internal folders belong to admin
At the beginning there was a problem with writing files via ftp... and somehow I eliminated. What about VP?

I get a special user for the project, create a php-fpm pool with rights for it.
The webserver works through fpm.
Files are not stored locally, only in storage (another service) - this is more convenient for a dozen reasons.
