Who should evaluate projects?

Share your experience: who, how and why evaluates your projects?

On the example of several companies, I know that there are the following options:
- PM
- PM + developers. The PM makes a list of all the modules the developer evaluates.
- PM + developers (the developer evaluates only non-standard functionality)
- Marketers 0_o
- Salesperson

It is logical to assume that direct participants in the project should evaluate their work.

Answer 2

1. The seller must sell for the maximum price that the client will pull.
2. The PM must set a minimum price at which the project can be done.
3. The developer must work in the categories can / can not be done, for how long and receive an hourly rate.
4. The manager must skillfully enter or withdraw money from this pyramid.
