Who should design the interface of an Internet service?

Good afternoon, please explain who and at what stage should design the interface of the Internet service? A designer or a person compiling technical specifications and drawing prototypes of service pages?

The service prototype must be approved before the design work begins.
The prototype can never be finished. It is constantly being redesigned. It is important to put an end at some point.
It is created by a separate person, who is called a designer (in an ideal world), if you don’t have one, then a designer. Sometimes this is done by "the person creating the TK", but it depends on the level of detail:
1. For very low (each button has a reaction and is described);
2. High-level prototype - from here we get to this section, on which there will be blocks% enum_blocks%. Maybe even just pictures.
In essence, this is setting requirements for further production - blocks, locations and context for design; interactive, behavior, architecture - for development.
And I repeat - it all depends on the level of detail and scope of the service.
Once I drew the design of a geolocation chat service - a detailed prototype was not really needed there, but when creating an online IP registration - we only made a prototype for 3 months.

TK is written by a technical writer who has his own area of ​​​​work.
The terms of reference are born only after the approval of scenarios and sketches of interfaces and never before. Otherwise, it will be just typing.
Not many companies can afford to keep a UX specialist, often the role is played by the front-end, designer, less often by the manager, almost never by the back-end. There are companies specializing only in UX, but there are only a few of them in Russia.

At first, the right person must draw up a TOR, what and where is needed, what color, etc.
And only then the designer, according to this TOR, draws the interface.
If something is not to your liking, then the person who compiled the TOR must correct and add the conditions to the TOR.
