Who pays or who maintains DNS servers?

As far as I know, DNS servers are servers that associate a numerical IP address with the alphabetic name of the site, and when we write the name of the site in the browser line, the request goes to the nearest DNS server and looks for a match to the given site name with the IP address, etc. .
So, who pays for these DNS servers?
Internet Service Providers?
