Who knows the analogue of keepalived capable of working without a quorum?

The essence of the task - I want to make an anycast DNS server on the network, according to the following scheme:
there are several data centers, each of them runs a DNS server and sets a virtual address, which is announced through OSPF for all other DCs.
The same address is used by clients as a DNS server.
Thus, with a working local DNS, clients resolve through it, and for some reason it fell or turned off - they use the neighboring one.
Such an analogue of 8.8.8.8 in the local network.
In theory, keepalived is ideal for this purpose, but it cannot work without a quorum, i.e. if there are no VRRP neighbors, then the virtual address is not removed from the interface, even after the death of the service itself.
Or I just could not find it in the documentation. :)
