Who knows for what reasons links may not work within the site?

Perl

The site was written a long time ago and in Perl. There are no databases. Everything is stored in files.
Decided to fix it today. The main page works, but internal links do not open. 404 error shows. No page opens

There can be many reasons:
1. Incorrect Apache configuration
2. Incorrect configuration of some configs for Perl scripts
3. Perhaps the scripts have been moved to other directories
And so on.
