Who is studying in the IT field?

I am a student of the 9th grade, the question arose of who is studying, where to go to college or university, I don’t know HTML, CSS badly, I rummage a little in Linux and I’m pretty prosharny in Windows, I understand the computer device. I want to have a permanent job, I think to go into information security or web development, if in web then by whom? Who better to learn so that you can find a job and don’t offend with a salary) or maybe go to a programmer, let’s say C++ or Java? bottom line: where is it better to go to college or university? To study programming, a university, especially a college, is not required. Start right now, on your own, from books. (Video courses are an extremely stupid source of information that steals time.) The sooner you start, the better. And as soon as possible, learn to learn on your own, because it will still have to do the rest of your life, as they say.
A university can be useful in two main ways: it gives a piece of paper about education, which is required in the state. offices (if it doesn’t work out in a normal one) or when applying for a job in other countries, and provided that the university is really decent, it gives fundamental knowledge, which, however, website developers are not really needed.
