Who cheats when calculating the bitrate and duration of an mp3?

Hello. Recently I came across one track that interested me in that everyone calculates its duration as they want:

After looking a little more closely, I noticed that the duration is calculated depending on the bitrate, but Windows considers that the bitrate is 111, GetID3 249, mozilla 32, so this difference pops up.
