Who came across the Resolution Center on Elance.com?

Faced a problem. Did the job, the client did not want to pay the full amount until the end.
Opened a dispute on Elance.
The troubleshooting center scheduled a conference call. Since my spoken English leaves much to be desired, I gave it up. Now Elance wants to return the entire amount of work back to the client, although the funds were released for the completed stages. Bug Fixes remained, which was also completed, but the client did not like the speed of the application. Architecture and other he chose himself. As a result, in BugFixes, he wanted everything to be redone almost from scratch. (as I digress)
Now they offer me to pay, as I understand it, for the arbitration court to defend my interests.
Actually I'm interested
1. Was anyone involved in such a process?
2. What are the results and how is it going?
3. Will I be able to return the court fee ($250) from the client if I win the case?
