Which weather service API to choose?

What API would you recommend for a weather service?
Can you please immediately indicate a link to the documentation (well, you need to somehow choose a city)?
And, it is desirable that the service be in Russian, and all data is given in JSON.

Recently I answered a question about Yandex weather .
It must be borne in mind that Yandex Weather does not know how to cross-domain queries.
In my answer there is an example with openweathermap with temperature in degrees.
