They won't ban it, they'll prioritize it. Namely: first of all, you need to choose from Russian-made software, then comes open source, and only then commercial foreign-made software.
An application written by you in C# will be considered a Russian development.
Windows is likely to be bought and will continue to be bought, simply because a lot of different software will not work under Linux.
