Which vps/vds to choose, including for mass mailing?

Due to the lack of resources on the current hosting and the constant problems with availability, we are planning to transfer our corporate sites to VPS.

One of the sites is the media. In addition to the classic work of the site, we also carry out newsletters for the current subscriber base. There are about 15 thousand addresses in total.

We know the technical part, we know how and we can do it, but we faced the problem of worthy vps in terms of mass mailing. The problems with spam are understandable, but even with the white base that we are proud of, we have problems with various restrictions. Some do not send more than 2000 letters per day, others do not make PTR and SPF records or do them with dances.

Where can I find a reliable and high-quality vds that will not have problems with white mail?..

Amazon SES, the first 62k letters are free (every month), there are mechanisms for working with bouncers, etc. - A large provider - a low probability of falling into spam, the same sparkpost sends to spam, for comparison.
But api and documentation are rubbish.
I also bought a brand new VPS from DigitalOcean with a new ip, but it was already blacklisted. Spammers work out ip and, after being blacklisted, get rid of it, and hosters resell it to you.

Why not use specialized services? mandrill, mailgun, sparkpost, sendgrid and dozens of others.

None :) Most IP VPS servers are in spam filters, do you need spam filters? Use ready-made platforms, for example mailgun or something like that.
