Which version of Unity 3D is best for working with AR (augmented reality)?

I downloaded the 2019 version, I can’t activate the Vuforia key. I’ve already searched everywhere, there are Vuforia settings, but not as extensive as in previous versions of Unity.

There shouldn't be any problems starting from version 5. We have a project that is still running on unity 5.6.6 - published by ios/android and quite stable
